Strengthening Background Checks For Teachers In Hong Kong
In recent years, there have been frequent reports of sex offense cases related to education in Hong Kong. To protect students and children, the Hong Kong government plans to expand the scope of sexual conviction record checks to include self-employed individuals such as tutors and sports coaches. Teachers serve as role models for students, parents and schools also have high expectations of teachers' personal behaviour and qualifications.
According to guidelines from the Education Bureau, schools are required to conduct criminal record checks on existing staff every three years to ensure they remain fit for their education roles. However, relying solely on criminal record checks is insufficient for screening out unqualified individuals. Conducting thorough verification of teachers' professional qualifications and backgrounds is also a necessary measure to safeguard student safety and enhance the learning environment.
